He does have the Archbishop from Colombo for Consistory 2010.

But, he also says 20 electors will be named. Unless an existing cardinal elector is to die before November 21, 2010 — there will only be 19 cardinal-elector vacancies at the November 20 consistory with Janis Pujats turning 80 on November 14. The pope had intimated, at his first consistory, in 2006, that unlike his predecessor, John Paul II (#265), he did NOT intend to exceed Paul VI‘s (#263) 120 limit. Please see << click >>

  2. Actually, when the pope announced the 2007 consistory, there were 104 electors, with only Sodano to reach 80 before the consistory. That would have made 103 electors. The pope announced that 18 electors will be made. Actually, cardinal Stephen Fumio Hamao, still an elector, died between the announcement and the consistory. He was a curialist who retired to Japan to die in his native country. Before retiring the had a private conversation with the pope (according to Salvador Miranda), probably informing him on his condition. The same thing could happen this time: one of the electors may already have confirmed that he is not able to participate in a future conclave or has permanently retired somewhere far from Rome.
