John Paul II, the most prolific of the cardinal creators, having created 231 cardinals at the rate of 0.79 cardinal per each month of his 317 month reign (25.7 years), has yet to have ‘created’ a pope. Yes, that may change come the next conclave.
Paul VI, on the other hand, though he created 88 less cardinals, has the distinction of having ‘created’ three (3) popes.
That is indeed a rare distinction. No other pope has done it in the last 2oo years.
I am populating an Excel with which pope ‘created’ which pope going back to 769. In the process I am also capturing a lot of other data including in pectore stats. Yes, I will publish these results when I am done.

Well P6 did “benefit” from JP1 having been offed after a mere month in office.
I wonder if the next pope will be one of JP2′s guys or will they switch to B16 right away …
That is the question. We already have two B16 papabili. Would be FUNNY if JP II never created a pope.
